Prior to his appointment, Torres was the secretary general of the Philippine Paralympic Committee, but is also known as the last Filipino fencer to represent the country in the Olympics in 1992 in Barcelona.
Hayco headed the Cebu City Sports Commission for 12 years.
Torres and Hayco will join bowling legend Bong Coo at the PSC board. Coo was appointed as commissioner last July, at the same time that Noli Eala was named the new chairman of the PSC.
However, Eala served as PSC chairman for only four months before being replaced by Bachmann.
The PSC will still have to wait for the appointment of one more commissioner to complete the board that will be headed by Bachmann, the 12th chairman of the government sports agency.
