    Ricky Palou hits back at Suzara, debunks point for point PSL chief's claims on ITC mess

    PVL president Ricky Palou finds it weird that an employee of PSL head Tats Suzara - and not the LVPI - has access to the FIVB database where local teams can apply for ITCs for imports.

    PREMIER Volleyball League president Ricky Palou stood firm that Philippine Super Liga (PSL) president Ramon ‘Tats’ Suzara had a hand in the PVL imports' failure to get international transfer certificates (ITCs) for the ongoing Reinforced Conference.

    Palou claimed an aide of Suzara, who is also an official of the Asian Volleyball Federation, holds the username and password that gives local teams and leagues access to the international federation's database to begin the process of applying for ITCs of foreign players.

    Palou claimed even the Larong Volleyball Sa Pilipinas Inc. (LVPI) has no access to the ITC processing.

    “We’ve gone through the database of the website of FIVB and the one who holds the ITC username and password is Randy Tandoc, who is an employee of the PSL. He works for CSB and at the same time, he works for PSL, and therefore, the username and password is held by Tats Suzara, which is very irregular because the FIVB say the username and password must be in the possession of the national federation, which is this case is the LVPI,” said Palou.

    “Since 2015, when we first encountered this problem, I have been trying to get (Joey) Romasanta [LVPI president] to get hold of the user name and password. He didn’t do it,” Palou said.

    Suzara on Sunday strongly denied he had a hand in the failure of the PVL to get an ITC for its imports, a day after he came under fire from a handful of PVL players on social media for the long-delayed release of the ITCs of imports.

    Suzara claimed the PVL is to blame for the ITC brouhaha, saying Palou was unaware of FIVB rules, including one that states that transfer of foreign players should not fall within the October 15, 2016 to May 15, 2017 window.

    Palou agreed that there is indeed a “window period” but the FIVB, he claimed, allows extension.

    “They have a window but the FIVB allows the extension of this, provided the players are not national players of the country in the past. They’ve given us extension and we thank them for that, ‘yung sinasabi nila na hanggang dito lang ang window, hindi totoo ‘yun," said Palou, who is also secretary general of the LVPI.

    "For example, Puerto Rico has a tournament with imports and their tournament will end at the end of June so puwede talaga i-extend. The real problem, who holds the username and password to be able to initiate the processing of ITC?” said Palou.

    Palou also debunked the claim of Romasanta that leagues are not involved in the process of securing ITCs.

    “Nowhere in the flowchart and the procedure of acquiring ITCs does it say that it has to involve the organizer. It is the receiving club, receiving national federation, which is the LVPI, and the national federation of the origin of the player," said the president of Sports Vision.

    "Nothing in the eight-step flow chart and the procedure does it say that the organizer is involved in the acquiring of ITCs. Joey Romasanta is saying it is the responsibility of the organizer and he doesn’t know what he is talking about,” said Palou.

    Palou also added they are still awaiting the ITC, which they expect to be issued on Tuesday night.

    “If we don’t get it tonight, we will play all-Filipino,” said Palou.
