IMPOSING a salary cap has long been in the pipeline for the Premier Volleyball League (PVL).

This time around, the groundwork for financial restrictions has been laid — starting with the incoming rookies and free agents in the inaugural PVL Rookie Draft on July 8.
The league will put into place what it calls a ‘rookie salary scale’ as a precursor to the eventual league-wide salary cap which will cover veteran players.
PVL commissioner Sherwin Malonzo bared the specifics of the rookie salary scale to SPIN.ph on Wednesday afternoon, days after league officials met with team owners to discuss pertinent matters including the salary cap and other rule changes.

“For the salary cap, we initially have a rookie salary scale. No caps yet for the veteran players. The minimum is P50,000 but the ceiling differs,” said Malonzo.
In detail, the No. 1 overall draft pick will be offered P150,000, followed by P135,000 for the No. 2 pick, P120,000 for the third pick and P110,000 for the fourth pick.
From there, the rest of the first-rounders to be drafted fifth until 12th will receive offers ranging from P50,000 to P100,000.
The remaining picks in the succeeding rounds, including rookie free agents who will not be selected during the draft proper, are entitled to offers from P50,000 to P80,000.
Malonzo made it clear, however, that such offer ranges ‘do not include allowances and bonuses.’
More rule changes are on the way for the PVL, as per Malonzo, but declined to disclose until the league has finalized such modifications.
Mandatory ‘qualifying offers’ for drafted players
As explained by the PVL upon releasing the draft policies, all drafted players must be given ‘qualifying offers within 15 calendar days’ from draft night on July 8 — hence, by July 23.
First-round picks must be presented a minimum three-year contract, while second-round picks and beyond are to be offered a minimum one-year contract.
Undrafted players or free agents, should they be signed by a PVL team after the draft, should be offered a one-conference contract at the very least.
The first-ever PVL Rookie Draft will take place on July 8, 7 p.m. at Novotel Manila Araneta City in Quezon City, and will be carried live on RPTV and Pilipinas Live.
