Liao losing grip on PNVF as 9 board members vote 'no confidence'

IN a dramatic escalation of the governance crisis engulfing Philippine volleyball, a majority of the Philippine National Volleyball Federation (PNVF) Executive Board has formally withdrawn its support for president Tony Boy Liao.

The development comes on the heels of a tumultuous week for the federation, which has seen its funding frozen by the Philippine Sports Commission, an immediate suspension imposed by the FIVB, and an impending suspension from the Philippine Olympic Committee.

A copy of the letter obtained by SPIN.ph showed nine board members affixing their signatures to the document titled: "Formal Withdrawal of Support to PNVF President Anthony Liao Due to Loss of Trust and Confidence."

Among the signatories were vice president Yul C. Benosa, secretary-general Rustico Camangian, auditor Roger Banzuela, executive board chairman Arnel B. Hajan, and board members Sherwin Maganda, Fr. Victor Calvo Jr., Danilo Cong-O, Maricor Socorro Calleja-Uy, and Edward R. Lee.

The board cited growing concerns over governance, accountability, transparency, and leadership as reasons behind the unprecedented move.

"This Vote of No Confidence is a reflection of that widespread loss of trust and confidence and the urgent need to restore credibility within the Federation," the letter stated.

Growing pains

The board members acknowledged Liao's contributions to the sport but argued that the federation could no longer look past mounting concerns raised by athletes, coaches, member organizations, sponsors, and stakeholders.

"The Majority of the Executive Board can no longer ignore the public outcry arising from persistent concerns regarding leadership, inclusivity, good governance, and accountability," the statement said.

"Athletes, coaches, member organizations, sponsors, and supporters have repeatedly voiced their apprehensions, creating a clear and growing call for change."

The signatories also pointed directly to the fallout from the recent sanctions, warning that the federation's standing and credibility have been severely damaged.

Despite calling for Liao's exit, the board stressed that its position should not be construed as a judgment on the allegations being investigated.

Instead, it argued that restoring public confidence requires allowing the PSC, FIVB, POC, and other relevant bodies to conduct their respective reviews free from any perception of influence.

    "While the merits of the allegations and issues surrounding these proceedings remain subject to investigation and proper determination by the appropriate authorities, we believe that the seriousness of these circumstances has created a situation where continued leadership by President Liao may undermine public confidence in the Federation's independence, impartiality, and credibility."

    The letter culminated in what effectively amounted to a vote of no confidence.

    "When trust is lost, leadership loses its mandate."
