Patrick Rojas scored 15 points, Edmar Oxciano added 11 and Greg Dolor came up with 10 for the Troopers, who improved their win-loss record to 3-1, behind only unbeaten Cagayan Valley (4-0).
Army needed an hour and 34 minutes in claiming its second straight win.
Reyson Fuentes scored 14 points, Lorenzo Capate Jr. added 13 and Edmar Bonono chipped in with 12 for Cignal, which suffered its third loss in four matches.
