Missy Carlos beat Banat Madalieva, 6-2, 6-1, in the first singles match.
The Tom Falcis-coached Philippine squad will next face Iraq in Group A. The top two teams in the two groups will move to the semifinals.
Following victories in age group meets in 2014 and 2015, Zoleta is making a comeback in the Under-14 team after suffering a foot injury.
