Vu, the gold medalist in the 2017 SEA Games in Kuala Lumpur, got to a 12-8 advantage but not before Concepcion could rally, making the match, 13-12 late.
Yet the Vietnamese's might was just too much, pulling off the victory that kept him on his throne for men's sabre.
Samantha Kyle Catantan also added to the Philippines' medal haul with a bronzre medal in the women's individual foil.
But that triumph was at the expense of his teammate Maxine Esteban, who she edged in the quarterfinals, 15-11.
The 17-year-old Catantan attempted to get back to the podium, but she still couldn't hurdle rival eventual gold medalist Amita Marie Berthier of Singapore in their semifinal duel.
