The Blu Girls only tallied three hits off pitchers Chiu An-Ju and Lin Su-Ha.
The Philippines settled for fourth place with two wins in five matches in the final qualifying tournament for the 2020 Olympics.
Australia secured the lone Olympic berth at stake in the tournament after beating China, 9-3, to finish with a 5-0 win-loss record.
Australia will join host Japan, United States, Italy, Mexico and Canada in the 2020 Tokyo Olympics where softball will make its comeback.
