Fil-Am guard Parks came up with 28 points, hauled down eight rebounds and made six assists.
Carter scored 23 points, pulled down six rebounds and issued six assists as Alab notched its third win in five games.
All three wins by the Philippine-based club were scored at the expense of Kaohsiung.
The Taipei-based club absorbed its fifth loss in six games.
