Mikal Bridges continued his fine run, scoring 26 points and making five assists as the Suns notched a 117-106 victory over the titleholders.
Ricky Rubio had 22 points and Cam Johnson added 19 for the Suns as the Raptors played sloppy defense.
Toronto also couldn't take care of the ball, committing 28 turnovers.
Pascal Siakam led the Raptors with 17 points.
Fred VanVleet, back in action after leaving early in the scrimmage against the Portland Trail Blazers, scored 13 against the Suns.
Kyle Lowry added 11 points and seven assists for Toronto.
The Suns battle the Washington Wizards on Friday, and the Raptors face the Western Conference-leading Los Angeles Lakers on Saturday.
