James Harden had 21 points and 12 assists, finishing a rebound shy of a triple double for the Rockets, who saw a double-digit lead trimmed to a hairline with a little under two minutes to play.
Eric Gordon came off the bench to score 17 points, while starting forward Ryan Anderson added 14 as Houston notched its fifth straight win.
Clint Capela had 13 points and Nene added 11 for the Rockets, who recorded their 16th win in 23 games.
The Thunder saw their win run end at six, even as Westbrook came up with 27 points, 10 assists and 10 rebounds.
It was Westbrook's seventh straight triple-double, but not enough tp extend the Thunder win streak.
Steven Adams scored 24 points on 8 of 9 shooting, while Victor Oladipo delivered 12 points for Oklahoma City, which absorbed its ninth loss in 23 outings.
