Dragic scored 23 points, while Whiteside had 20 points and 13 rebounds as the Heat notched their 29th win in 63 games.
The Cavaliers absorbed their 19th loss in 61 outings.
Channing Frye came off the bench to lead the Cavaliers with 21 points.
Kyle Korver got a start and wound up with 15 points, all from the 3-point area, while Deron Williams scored 10 and had seven assists.
