Washington in third in the Eastern Conference, while Toronto is fourth.
DeRozan scored 32 points on 10 of 17 shooting for the Raptors, who notched their 37th win in 62 games.
Norman Powell came off the bench to score a season-high 21 points.
The Wizards saw their win streak end at two, and absorbed their 24th loss in 61 games.
John Wall scored 30 on 9 of 24 shooting, while Bradley Beal went 10 for 21 and had 27 points.
