DeMar DeRozan had 24 points and DeMarre Carroll scored 20 as the Raptors stopped the bleeding after losses to the Sacramento Kings and Los Angeles Clippers.
Kyle Lowry added 17 points for Toronto, which notched its ninth win in 15 games and next plays in Milwaukee.
James Harden scored 29 points and made 15 assists for the Rockets, who absorbed their sixth loss in 15 outings.
A 30-point second quarter pushed the Raptors ahead by 15 but the Rockets got to within eight early in the third quarter.
